Barbarann Keffer, a member of the Upper Darby Township Council, is running in the 163rd district, which includes Aldan, Clifton Heights, and parts of Haverford and Upper Darby Townships. The seat is currently held by Rep. Jamie Santora.
An active volunteer and community leader, Barbarann received Bank of America’s Local Hero Excellence Initiative Award for organizing the grassroots single-stream recycling movement in Upper Darby Township. Keffer led efforts to allow the public to videotape council meetings, even after council members threatened to throw her out of town hall. She then ran a reform campaign, winning a seat on council where she successfully pushed to have council minutes published, to have contracts put out for public bid and opposed property tax increases.
Barbarann is married with two daughters and lives in Drexel Hill. Barbarann grew up in a union household in Delaware county and was the first in her family to attend college, working her way through Harvard.
At Harvard, Barbarann played on the basketball team, winning two Ivy League titles and was named to the All-Ivy League team four times. She then extended her basketball career, playing overseas in Ireland and Germany. Before moving back to the area, she travelled extensively throughout North and Central America, Western Europe and Southern Africa.
